Parow SAPS member arrested for defeating the ends of justice and fraud

In the ongoing endeavours to root out corruption within the South African Police Service, another member from Parow Police Station was arrested early this morning (Friday 2014-11-21). The official, a Constable will be charged with defeating the ends of justice and fraud.

The following case dockets / incidents relate to the investigation:

Defeating the ends of Justice

On 2014-09-21 at about 00:10 the neighbourhood watch of Parow Park, Parow patrolled the area and found a suspect in possession of 15 mandrax tablets.  They notified the member who responded to the complaint.  The suspect and packet of drugs were handed to him.  The neighbourhood watch members later made enquiries, only to discover that no case docket was registered, the suspect was not detained and the drugs not handed in as an exhibit.

Fraud/Forgery and uttering

On 2014-11-10 at about 15:45 the member handed in a medical certificate, for a period of absence from 17 October 2014 to 8 November 2014 to a Senior Officer.  It appeared as if the end date had been changed from 5 November 2014 to 8 November.  The Doctor was consulted and then confirmed that the member was only booked off until 5 November 2014 and that the date had in fact been altered.

The case was discussed with the Senior Public Prosecutor on 2014-11-12 and a Warrant of arrest was authorized for the Constable.  A notice of possible suspension regarding this incident was served on the member on 2014-11-10.

The member was arrested on 2014-11-21 at 05:30 at Frater Street, Paarl.   He is detained at Bellville Saps. The member is due to appear in Bellville Magistrates’ Court on Monday (2014-11-24).
